Background 

Here are some notes from C.I. Scofield.

Romans, the sixth in chronological order of Paul’s Epistles, was written from Corinth during the apostle’s third visit to that city. 2Co 13:1 in A.D. 60. The Epistle has its occasion in the intention of the apostle soon to visit Rome. Naturally, he would wish to announce before his coming the distinctive truths which had been revealed to and through him. He would desire the Christians in Rome to have his own statement of the great doctrines of grace so bitterly assailed everywhere by legalistic teachers

Doers and not Only Hearers 

Romans 2:12-13 (ESV) For all who have sinned without the law will also perish without the law, and all who have sinned under the law will be judged by the law. [13] For it is not the hearers of the law who are righteous before God, but the doers of the law who will be justified.

James 1:22-24 (ESV) But be doers of the word, and not hearers only, deceiving yourselves. [23] For if anyone is a hearer of the word and not a doer, he is like a man who looks intently at his natural face in a mirror. [24] For he looks at himself and goes away and at once forgets what he was like.

Conscience

Romans 2:14-16 (ESV) For when Gentiles, who do not have the law, by nature do what the law requires, they are a law to themselves, even though they do not have the law. [15] They show that the work of the law is written on their hearts, while their conscience also bears witness, and their conflicting thoughts accuse or even excuse them on that day when, according to my gospel, God judges the secrets of men by Christ Jesus.

1 John 3:18-21 (ESV) Little children, let us not love in word or talk but in deed and in truth. [19] By this we shall know that we are of the truth and reassure our heart before him; [20] for whenever our heart condemns us, God is greater than our heart, and he knows everything. [21] Beloved, if our heart does not condemn us, we have confidence before God;

Instructed

Romans 2:17-18 (ESV) But if you call yourself a Jew and rely on the law and boast in God [18] and know his will and approve what is excellent, because you are instructed from the law;

Both boys and girls attended school in Galilee. But only gifted boys continued their education beyond the age of 15, as girls were married by that age. Students probably attended school in the synagogue and were taught by the hazzan or a local Torah teacher.

Blind Guide

Romans 2:19-22 (ESV) and if you are sure that you yourself are a guide to the blind, a light to those who are in darkness, [20] an instructor of the foolish, a teacher of children, having in the law the embodiment of knowledge and truth— [21] you then who teach others, do you not teach yourself? While you preach against stealing, do you steal? [22] You who say that one must not commit adultery, do you commit adultery? You who abhor idols, do you rob temples?

Titus 2:7-8 ESV  Show yourself in all respects to be a model of good works, and in your teaching show integrity, dignity, and sound speech that cannot be condemned, so that an opponent may be put to shame, having nothing evil to say about us.

Bring Dishonor

Romans 2:23-24 (ESV) You who boast in the law dishonor God by breaking the law. [24] For, as it is written, “The name of God is blasphemed among the Gentiles because of you.”

1 Timothy 6:1 (ESV) Let all who are under a yoke as bondservants regard their own masters as worthy of all honor, so that the name of God and the teaching may not be reviled.

Heart Circumcision

Romans 2:28-29 (ESV) For no one is a Jew who is merely one outwardly, nor is circumcision outward and physical. [29] But a Jew is one inwardly, and circumcision is a matter of the heart, by the Spirit, not by the letter. His praise is not from man but from God.

Jeremiah 4:4 (ESV) Circumcise yourselves to the LORD; remove the foreskin of your hearts, O men of Judah and inhabitants of Jerusalem; lest my wrath go forth like fire, and burn with none to quench it, because of the evil of your deeds.”
